A lesson from History
Looking at the minutes from 1971 we see a resemblance to the issue that prevail today. It is interesting to note the discussions over pay and incentives to cause younger men (we are more representative these days) to remain in service and can not help but draw a parallel with the desire to retain skill and experience today.
It is perhaps not unsurprising to read 'overtime' and various allowances were discussed, as were issues of uniform, recruitment and promotion, all items discussed in various guises to this day.
Undoubtedly the most interesting aspect of the 1971 Meeting has to be their discussions over the 'Right to Strike'. Given the contempt displayed by the Westminster Government, of today, can we be surprised such matters are being considered in 2008?

Minutes of the Inverness Burgh Police Federation
Constables' Branch Board
Members will note from the extract below, that the issues discussed on the 9th March 1922 have a haunting relevance today. We note the issue of pay featured to the point the Branch Board noted regret at the Chief Constable's failure to reply to concerns about pay frequency and that the Branch Board was eager to highlight its work with the wider membership.
Beyond this discussions over uniform, shift working, annual leave allocation and overtime, all issues close to the heart of our Members today, were matters of concern in 1922.
