Benevolent and Welfare Fund
The Northern Constabulary Benevolent & Welfare Fund is a registered charitable organization with strict controls applying to the use of its monies.
Almost all of Northern Constabulary's Officers are members of the Fund and subscriptions are drawn from salary.
The Fund relies entirely on its member's subscriptions and charitable donations.
The Fund is run by a Management Committee of Local Representatives with the JBB Secretary undertaking the role of Secretary/Treasurer.
Northern Constabulary's Welfare Officers are not involved in the Fund and should not be troubled with enquiries regarding the Fund's operation.
The Fund's monies are certified by an accountant and monitored by the Charities Aid Foundation, the Scottish Council for Voluntary Organisations, the Inland Revenue and, henceforth, the Office of the Scottish Charity Regulator.
Local Representatives should be kept informed of all 'welfare' matters in their area in order that they can, where appropriate, offer assistance from the Fund.
The objectives of the Benevolent and Welfare Fund are:
- To assist by monetary grants, members and ex-members of the Northern Constabulary, and their widows and dependants who are in necessitous circumstances.
- To assist by monetary grants those members above who in conditions of need, have to meet any unusual or extraordinary expenses in connection with illness, accident, death or any serious emergency to themselves or their dependants as the committee may determine.
- To make monetary grants to charitable organizations as the committee may determine.
- At the discretion of the committee, to give grants in conditions of need to persons having had some direct connection with the Northern Constabulary or any former Police Force within the area not otherwise allowed for by the rules.
- To pay in conditions of need, traveling and out-of-pocket expenses to persons who are attending a convalescent home for treatment and convalescence, the amounts of such payments to be determined by the Management Committee.
No single event such as marital breakdown, hospital admission or bereavement triggers any automatic payment or undertaking of assistance.
All cases will be considered on their individual merits, treated in strictest confidence, and be subject to a 'condition of need' being certified by the applicant.
No expenditure, however small, should be incurred on the assumption that the Fund will meet the cost, either directly or by way of a loan or grant.
Any expenditure sanctioned requires to be invoiced to 'Northern Constabulary Benevolent and Welfare Fund'. No other billing is acceptable. Invoices should be passed to the Local Representative who can confirm the identity of the recipient and send the invoice to the Treasurer for settlement.
