Structure of the Federation - Central Committees
The Federation arrangements nationally mirror those at local level with Separate and Joint Central Committees (JCC).
Each of the eight Scottish Force sends an elected JCC Representative (Strathclyde Police with around 50% of all Scottish Officers sends two Representatives per rank) and Northern's Representatives are; Constables: Calum Steele; Sergeants: John Crawford and Inspectors: David Miller.
The Joint Central Committee elects four Office Bearers who, with the exception of the Vice Chairman, occupy full-time positions and work for the Scottish Police Federation's Head Office in Glasgow. The present post holders are;
Chairman: (Inspector) Norrie Flowers, Strathclyde Police
Vice Chairman: (Sergeant) Robert Milligan, Dumfries & Galloway Constabulary
General Secretary: (Constable) Joe Grant, Strathclyde Police
Deputy General Secretary: (Sergeant) Hugh Little, Strathclyde Police
The JCC elect from their number Representatives to the Police Negotiating Board, the Police Advisory Board for Scotland, the Board of Governors of the Scottish Police College, the Police (Scotland) Examinations Committee and the Management Committees of the National Police Fund, the Police Dependents' Trust, the Northern Police Convalescent Home and the St George's Fund for Orphans and the Standing Committee of Police in Europe (Eurocop).
The JCC also operates the following; Finance Standing Committee, Welfare Standing Committee and Efficiency Standing Committee.
