The Bulleting reproduced below details the Federated
Ranks Pay Award for 2002 and also provides an update on PNB working parties
meetings, which were established following the Agreement on Pay and
Conditions. As you will see these
working parties deliberations are at an early stage and as such there is no
further detail in relation to specific elements contained within this
agreement. As and when such detail is
available it will be circulated in the form of a further bulletin.

Federated Ranks - Pay Award
2002.
At a meeting of the
Federated Ranks Committee of the Police Negotiating Board held in London today
(Tuesday 16th July) agreement was reached on the pay award for the federated
ranks for 2002. Following a survey by the Office of Manpower Economics, the
median of private sector non-manual total pay settlements was revealed as 3%.
Subject to the ratification of the Scottish Ministers the pay for the federated
ranks will be increased by 3% as from 1st September 2002.
It was also agreed to
increase Dog Handlers' Allowance by 3% effective from 1st September
2002. It was also agreed that Cadets' Pay be increased by 3% from 1st
September 2002.
PNB Agreement - PNB
Circular 02/9 (Advisory)
The agreement reached in
May has been circulated as PNB Circular 02/9 (Advisory). The Circular can be
found on our web site at www.spf.org.uk in the PNB Section and in any PNB Circular file. The agreement has yet to be ratified by
Minister's and it is expected that this might take some time because some of
the detailed work (see below) is still being done. No element of the agreement is due to take effect until 1st
April 2003, but the pay award for 2002 described above should be ratified in
the near future and paid from 1st September 2002.

Agreement - Working Parties
The following reports were
made to the PNB Committees at the meetings held on 16th July 2002.
PNB Full
Board
Two working parties,
reporting to full PNB, were established following the Agreement on Police Pay
and Conditions. The first is to consider Regulations and Determinations, and
the second Medical Retirements.
Regulations
and Determinations WP:- This
Working Party is charged with agreeing, by 31 December 2002, the details of
translating each existing regulation listed in part C of Appendix E into a
legally enforceable determination by the Secretary of State and an underpinning
substantive regulation. The first meeting took place on 20 June. A further
meeting has been arranged for the end of August.
Medical Retirement WP:- This Working Party is charged with agreeing, during
2002, detailed amendments and additions to regulations and guidance that
improve the management of ill health retirements in accordance with the agreed
principles set out in appendix G of the agreement. The first meeting took place
on 28 June. Matters relating to Sick Pay and the Beyond 30 Years Scheme may if
necessary also be referred to the Working Party. A sub-group of the Working
Party is meeting in August and a programme of monthly meetings of the Working
Party has been agreed for the rest of the year.
PNB
Federated Ranks Committee
Two working parties,
reporting to the Federated Ranks Committee of PNB, were established following
the Agreement on Police Pay & Conditions. The first is to consider local
management of overtime, and the second the Threshold Payments Scheme.
Local Management of
Overtime This Working Party is
charged by 31 October 2002, with (i) agreeing detailed guidance to forces on
the service-wide target of a 15% reduction in the overall overtime bill in the
three years starting 2003/4 and (ii) agreeing guidance to police authorities in
respect of their scrutiny role. The first WP meeting took place on 27 June. A
further meeting of the Working Party has been arranged for September.
Threshold Payments Scheme This Working Party is charged with agreeing, by 30
September 2002, the details of a competence-related threshold payment scheme,
including guidance for forces. The first meeting took place on 27 June. In
agreeing that any system needs to be easy to operate and fair, the Sides have
identified a number of issues which need to be addressed. The Sides agreed to
establish a small sub-group to discuss these matters in detail and to report
back to the WP. The sub group has arranged two further meetings in July.
